General Admission Requirements for Morning Study
Applicants seeking admission to Morning Study programmes must meet the following conditions:

Academic Qualification
The applicant must hold an Iraqi Preparatory School Certificate, or an equivalent qualification, duly certified by the General Directorate of Education in the relevant governorate, in accordance with the admission criteria applicable to each specialisation. -
Age Requirement
The applicant must have been born in 1994 or thereafter.
Applicants born in 1990 whose average mark in the preparatory stage is 90% or above are also eligible to apply for Morning Study. -
Graduates of Vocational Centres
Graduates of vocational centres with a study duration of not less than three years, who have undertaken the ministerial examination exclusively, are eligible to apply to private universities and colleges in accordance with the admission requirements of each specialisation. -
Full Academic Commitment
The student must be fully devoted to study. It is not permissible to combine employment with study in Morning Study programmes at universities and colleges. This includes all employees of government institutions. Continuation of study requires the submission of official study leave approved by the employing department; otherwise, the student’s admission shall be cancelled. -
Medical Examination
The applicant must successfully pass the prescribed medical examination. -
Application to Another Department within the Same Institution
A student admitted in previous years to a private university or college may apply to another department within the same institution. If accepted, the university or college shall issue an administrative order to change the student’s department, and the student shall commence in the first academic stage. -
Cancellation of Registration (Raqn Qayd)
A student’s registration shall be cancelled if the student is admitted to another university or college, enrols in study outside Iraq, or obtains employment. This shall occur upon submission of a written request by the student within one week from the date of application. -
Applicants from Public Institutions
A student admitted to public universities, colleges, or institutes may apply for admission to private universities and colleges through the electronic application form, in accordance with the principle of competitive selection (merit-based differentiation), and subject to the relevant admission criteria and conditions. -
Reapplication after Cancellation of Registration
A student whose registration has been cancelled at a private university or college may reapply through the electronic application form, in accordance with the principle of competitive selection and the applicable admission requirements and conditions, provided that the student does not apply to the same department in which their registration was previously cancelled. -
Prohibition on Collection of Fees Prior to Admission
Private universities and colleges are not permitted to collect any tuition fees or so-called “insurance deposits” from the student before official admission has been confirmed. No additional sums may be collected during the period of admission and registration through the electronic system. -
Ineligible Categories
Ministers, those of equivalent rank, Members of the Council of Representatives, holders of special grades, and members of Provincial Councils are not entitled to apply for admission to Morning Study programmes. -
Applicants from the Kurdistan Region
Students from the Kurdistan Region who have graduated from preparatory schools recognised by the Ministry of Education may apply for admission to private universities and colleges. -
Issuance of Admission Orders
Following the admission of students, a university order shall be issued by universities and administrative orders by colleges, including the names of students accepted for admission to private universities and colleges. -
Verification of Student Data
The data of admitted students for the academic year shall be verified with the Department of Private University Education in accordance with the procedures to be determined by the Department.
General Admission Requirements for Evening Study
Applicants seeking admission to Evening Study programmes must satisfy the following conditions:

Academic Qualification
The applicant must hold an Iraqi Preparatory School Certificate, or an equivalent qualification, duly certified by the General Directorate of Education in the relevant governorate. -
Prohibition of Dual Enrolment
The applicant must not be admitted to another programme of study. It is not permissible to combine two programmes of study. If such dual enrolment is established, the student shall bear the legal consequences, including cancellation of admission. -
Medical Examination
The applicant must successfully pass the prescribed medical examination. -
Transfer from Morning to Evening Study
University and private college councils are authorised to approve the transfer of a student from Morning Study to Evening Study at all academic stages. The employment condition shall be waived in such cases. Transfers must comply with institutional capacity limits and shall not apply to students who graduated in previous academic years.Private universities and colleges bear responsibility for the accuracy of the information submitted by the student for the purpose of transfer and must notify the Department of Private University Education so that the transfer may be recorded in the student database.
Required Documents
Applicants must submit the following documents:
- Official grade confirmation addressed to the University
- Civil identification documents of the student, father, and mother
- Six passport-sized photographs with a white background
- Payment of the first instalment of tuition fees
- A financial guarantor (kafala)

Grants and financial assistance may be available to students in the following categories:
- Students who have lost both parents
- Siblings
- Husband and wife
- Children and parents
- Employees of the Holy Shrines
- Families of martyrs
