Council of Opinion: Cabinet Decision Does Not Affect University Service Allowances

The Council of Opinion at the Ministry of Higher Education and Scientific Research reassured all employees of its institutions that the Cabinet decision does not, in any way, affect university service allowances granted to full-time university service staff in accordance with the law.
The Council clarified that the decision does not impact the allowances granted under the provisions of Paragraphs (First) and (Second) of Article (14) of the University Service Law for both technical and administrative employees. It further emphasized that the content of Paragraph (7) of Cabinet Decision No. (40) of 2026 is fully consistent with the legal texts stipulated in the University Service Law, which remains in force.
The Ministry of Higher Education and Scientific Research reaffirmed its commitment to safeguarding the entitlements of its employees, whether at the Ministry headquarters or across Iraqi universities, in accordance with applicable legal frameworks and approved legislation.

Warith Al-Anbiyaa University Explores Strengthening Cooperation with the Industrial Sector in Karbala

As part of its efforts to support productive sectors and enhance integration between academic education and practical application, a delegation from Warith Al-Anbiyaa University, headed by the Administrative Assistant to the University President, Prof. Dr. Nawfal Al-A‘raji, accompanied by the Dean of the College of Engineering, conducted a field visit to the Iron and Steel Plant in Karbala Governorate.
During the visit, both sides discussed prospects for joint cooperation and exchange of expertise aimed at developing industrial operations and improving performance efficiency. The discussions also addressed the possibility of providing practical training opportunities for university students in line with labor market needs, contributing to the achievement of Sustainable Development Goal 8 (Decent Work and Economic Growth) by preparing qualified graduates capable of engaging with the productive sector.

The Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, announced the end of paper-based operations at the Ministry and the launch of a new phase of comprehensive digital automation across academic and administrative systems.
Speaking at the Comprehensive Digital Governance Ceremony, attended by senior officials, university presidents, and college deans, the Minister stated that January 19, 2026, marks a major milestone in the Ministry’s institutional performance and a strategic shift toward digital governance aligned with international standards and institutional excellence.
Dr. Al-Aboudi emphasized that this transformation enhances efficiency through automated correspondence and digital archiving, while ensuring long-term sustainability by strengthening digital infrastructure, developing staff capacities, and securing information systems to support stable and fully electronic administration.

The Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, participated in the launch of the National Qur’an Day events, held from January 17 to January 22.
In his address at the University of Baghdad, attended by the Prime Minister and representatives of state institutions and Iraqi universities, the Minister emphasized the vital role of universities in promoting awareness rooted in religious and national values. Warith Al-Anbiyaa University (peace be upon him) has secured second place among private universities in Iraq for the second consecutive year, according to the 2025 Iraqi University Ranking issued by the Ministry of Higher Education and Scientific Research.
 
The ranking assessed 103 public and private universities based on key academic, research, sustainability, and institutional performance indicators, reflecting the university’s continued commitment to quality education and scientific research in line with national and international standards.

Announcement of the Iraqi University Ranking

The Ministry of Higher Education and Scientific Research announces the results of the Iraqi University Ranking, which included the evaluation of more than one hundred public and private universities for the year 2025, in accordance with indicators related to the educational environment, institutional performance metrics, and the trajectory of scientific research.
This edition, prepared by the Supervision and Scientific Evaluation Authority, includes the assessment of (103) public and private institutions based on nine main performance axes, namely: institutional accreditation standards (15%), global rankings (10%), effectiveness of scientific research (35%), sustainable development and green indicators (10%), evaluation of the scientific and academic reality and compliance rules (5%), awards (5%), international diversity (10%), occupational health and safety and environmental protection (5%), and activities (5%).
The ranking results (https://iru.mohesr.gov.iq/result) showed that the University of Baghdad ranked first, followed by the University of Technology and then the University of Basrah among public universities. At the level of private universities, Al-Mustaqbal University ranked first, followed by Warith Al-Anbiyaa University in second place, and the Islamic University in third place.

The Scientific Assistant to the President of Warith Al-Anbiyaa University, Professor Dr Waqed Al-Moussawi, conducted an inspection tour covering a number of examination halls across the University’s colleges and departments, in order to monitor the progress of final examinations and assess the level of compliance with the approved examination instructions and regulations.

The College of Engineering at Warith Al-Anbiyaa University organised two scientific field trips for students of its departments, as part of its commitment to strengthening applied education and linking theoretical aspects with practical, on-site experiences.
The first scientific trip involved students from the Department of Biomedical Engineering, who visited the University of Technology to explore advanced laboratories and modern equipment, thereby contributing to the development of their scientific skills and the enhancement of their applied knowledge. Warith Al-Anbiyaa University Hosts Workshops for the International “Khatwa” Photography Competition








In the presence of a distinguished group of Arab and international photographers, Warith Al-Anbiyaa University hosted the workshops of the International “Khatwa” Photography Competition, organised by the Media Department of the Imam Hussain Holy Shrine. The event witnessed broad participation, with 1,600 photographers from 59 Arab and foreign countries submitting a total of 4,250 photographic works.
The workshops aimed to develop participants’ artistic skills and promote a culture of visual creativity through a range of artistic and humanitarian themes, including the documentation of the Arbaeen pilgrimage as a global humanitarian event reflecting the values of solidarity and peaceful coexistence.
